§ 26-4. Financial incapability of candidate; filing of affidavit.

Any person desiring to qualify who is not financially able to pay the required fee may qualify, provided that such prospective candidate furnishes the clerk with an affidavit stating that he is financially unable to pay the required fee fixed by this chapter.
